I am having trouble with the 25 hp Courage engine made by Kohler. It's in my Husqvarna lawn tractor. The tractor has been in some weather for about a year, uncovered unfortunately. Anyway, the issue is: When the choke is disengaged the engine will surge high then back down quite rapidly and will do this continually until I adjust the choke out to about midway. It won't die. It will run fine with the choke out about halfway but I know this is not how it is intended to run. If I engage the mower deck at full speed it will run normal, however, I know this is also not how it is intended to run. Things I have done include: removed carburetor and cleaned thoroughly, blew it out with air and made sure all holes were clear, blew carb cleaner throughout and all holes were clear. I have also run new gas with sea foam through it. I noticed there is a little play in the governor rod, it will move in and out of the engine block about a cm. I feel that it could possibly have something to do with the governor rod but I am not adept enough in fixing mowers to know how to adjust it other than the basic loosen bolt then turn to the left. I am close to taking it to a shop, except that we don't have a trailer to haul the tractor so ANY advice or other possible steps to try would be greatly appreciated. Thanks in advance!

First go to a trailer dealer and buy a trailer, remember bigger is better. Than load tractor on trailer and drive to your nearest husqvarna certified repair facility. Then when you pick it up ask for some lube before they give you the bill cuz your going to take it in the azz. Bring home and mow yard. Simple!

Or you could drive around looking for tree services, and when you find them you should stop and ask more climbers for their advice on how to get your tractor in tip top running condition.
