MS271 Farm Boss Fuel Delivery Problems

I just completed a new motor install complete with seals, bearings, cylinder, piston and rings. Put in a carb kit but have starting problems. Got it to pop with a shot of carb cleaner, but won’t run. Pulled the carb and found it dry. Have fuel to carb and the line is not kinked. I am thinking the impulse signal is not getting through. Is there a way to test this impulse passage? I think the alignment of the passages to the carb may be a problem. Any ideas?

Ok thanks. Found out that the Chicom carb kit had the wrong diaphragm not allowing fuel.
