I used to think new chains were as sharp as I could get. But if you look closely at a new chain, you will see dings and flakes on the cutting surfaces from handling and high speed manufacturing. I always touch up a new chain before running it. But I'm rather fanatical about sharp chains- I use wimpy saws so I need sharp chains to produce.
