New Perit Requirements

Anyone want to start with change of stream permits? I'm a licensed civil engineer, with a specialty in environmental remediation and I can't even have someone sign off on a few permits even though I know more about soil and ecology than most other people out there and write up better reports than anyone else. It pisses me off to absolutely no end.

It's to the point where a contractor needs a good forester on payroll to get all his paperwork and permits in order. I understand the goal of protecting the environment, but if you can't get an environmental engineer to survey and clear your plan, it's ridiculous.
 
Here the State Fish and Wildlife regs say no work within 200' of a stream. Most of the work falls within that 200', Cal Fire says to clear to within 30' of the stream. Cal Fire won this time but they said their fellow State workers have sworn to block them next time.

You know... I'm not sorry that I'm qualified to do what I do, and I'm not sorry that you're taking it as me trying to be high and mighty. I'm not. I'm just pointing out what I've physically seen and some unhappiness with it. We've all been there where we correct a state specialist because they're wrong. The sole difference is that I sign "P.E" after my name.

Don't you just love working hard everyday and paying your taxes so that someone else can slow you down and cost you money?

It all needs to be cut, every layer, every agency, every office. The people producing cannot support all the people who don't. It is nothing but welfare for college graduates.

We hired a contractor who is working on a federal grant and the grant specifies some trees that need to be removed that are not included on our county permit. The fed and Cal Fire agree to overlap requirements and make sure the spirit of the permit/grant are met. The County is jumping up and down screaming "me, listen to me"... but no one is. At least not today.
 
County probably won't like where they end up falling in the pecking order of things.:baaa:

And what would it be without any oversight? There has to be a middle ground. Some of us worked to try to keep the tax payers from getting ripped off. After all, we pay taxes too. Believe me, every contract provision has a reason to be there--some slimeball tried to take advantage and get something for free, or damaged something, or didn't pay for stumpage, or.....

There is a reason requirement is there. An oversight agency got burned at some point or another and the requirement was written into law. It sucks for those of us who play by the rules, but the industry in the end brought it upon itself and unfortunately, us, the contractors and manpower of the industry.
