New York State sawmill towing question.

So just wondering if anyone knows for sure there is no need for a license on a portable sawmill. I have a friend with a bandmill and he says he doesn't need one. It also doesn't have any lights. I been told it falls under the same category as a log splitter. He's gonna give me a hand with a bunch of red oak and I'd like to avoid him getting a ticket without knowing the facts. Thanks for any help on this.

If the lights of the truck can't be seen well, I would at least put some magnetic tow lights or have a rear pilot car.

Thanks. I kept looking on the dmv site and it seemed to be little to no help. I second the towing lights or the following car. This is a one time deal.
