Norway Spruce Growth Habit

Is there a certain age by which Norway spruce typically begin to develop their characteristic drooping branches? We have two Norway spruce purchased at the same time and the same size. One gets more sun than the other. The more shaded one took on a characteristic Norway spruce appearance about four years ago while the one in more sun is still growing straight up and out with no drooping. Thanks!
 
Yeah, dont think it is a Norway, I have planted hundreds of those things and my brother still has over 100 at his old shop, no droopy action. If the one is in the shade and it looks a little diff, it is prob from some photo-tropic action, tree is "looking" for the sun. Now when they get bigger, they do tend to look like they are drooping, but that is just weight from long branches.

I'm sorry I probably wasn't very clear. I think pendulous is the correct word. It's not that the whole branch droops but that stems droop or hang off the bottoms of the branches. That's what the shaded tree is doing. The one in the sun has none of that though it's got to be 15+ years old. We bought them both 11 years ago, and they were about four feet tall then.
 
You could have a bit of weeping in a tree grown together maintained and "trained" the same , I have even seen trees graphed together to have a bit of both characteristics .
