Besides vinegar, lye will work on it, but also on the aluminum. Go dilute.

Again test the crown first and have some water handy to rinse it with. Maybe apply and scrub with a stiff toothbrush.

It looks there is just a film and the machine marks are still there underneath.
 
I have a buffing wheel on my grinder and several bars of different compounds depending on what you are doing. I suspect you can buy a buffing wheel to go in a drill. Put a little lapping compound on it. Take the rings out and shine it up with no problem I'm thinking.
Nothing to lose.
