So, rust stains on top of paint or powdercoat?

Bare aluminum, I might try one of the gentle acids and a soft scrub brush.

Or place a cloth on top, wetted with one of the gentle acids, to let them ‘soak’ a bit.

Third option is a commercial cleaner and pressure wash.

@Philbert or others, Any recommendations on removing rust stains from aluminum? Something that won't etch the aluminum. ZEP purple degreaser has an etching effect to the aluminum.

Try making a paste from baking soda and water. It is mildly abrasive and not acidic. Rub it on with a sponge. Then rinse with water. It might be too mild to remove the corrosion, but it's worth trying before using anything stronger.

I'd guess oxalic acid would work well for rust anywhere. I use it on concrete stains, but I can't assure you that it will have no effect upon the aluminum. Get a small sample and try it out.
