Question about a wet air filter??

I you had a saw a that ran OK, but not ecellent all the time, after removing the air filter cover and finding the air filter was wet or damp with gas mix or in extreme cases like with an older saw the air box has fuel in it.

What is the first thing to suspect is wrong with the saw with out doing any more diagnostics?

what type of saw and did the saw get ported because that is a sign of alot of intake timming, or a broken or worn out reeds Also a very loose piston skirt will let some gas pass back into the intake port
 
No particular saw or mods done, just needed someone with a little more expertise to back up what I would suspect to be wrong with a saw. Kind of like when my clients call with a tree problem, they know something isn't right with the tree but need a second opinion on it.

This wet filter question is just another way of telling at least for me what is wrong with a saw on the inside, without having to start it or after it has run for a little bit.
