Roots cut by public Utility, trying to grasp the severity of damage

Hello,
I hope all are well.

My first post trying and trying to find some sound advice on an emergent issue i have on my land.
Unfortunately, the local PUD may have trespassed on an easement across my property by burying cable with a trench cutting machine. In doing so they seem to have severed large percentage of roots on about 7 of my trees, 4 large doug fir and 3 western cedar.

Just looking for some guidance from an arborist on how to approach this issue as its a new one for me.

Appreciate any insights you can share.

Is it an easement, or where they trespassing? What are the specific limitations of the easement if it is one?
