Roots cut by public Utility, trying to grasp the severity of damage

Hello,
I hope all are well.

My first post trying and trying to find some sound advice on an emergent issue i have on my land.
Unfortunately, the local PUD may have trespassed on an easement across my property by burying cable with a trench cutting machine. In doing so they seem to have severed large percentage of roots on about 7 of my trees, 4 large doug fir and 3 western cedar.

Just looking for some guidance from an arborist on how to approach this issue as its a new one for me.

Appreciate any insights you can share.

Is it an easement, or where they trespassing? What are the specific limitations of the easement if it is one?
 
What part of the State? I have seen a lot of underground installations that have gone through tree roots in the Lewis County and Clark County areas and rarely seen negative result in either Western Red Cedar or Doug Fir. And as far as I know, the PUDs I have worked with are very knowledgeable about where they can and can't go.
