It attaches to the bole or trunk of a tree, grips it with those small wheels, and then works its' way up de-limbing the tree so that eventually you have a clear log that's worth much more when you harvest the tree.
They were extensively used by tree farmers here to raise the value of second generation crops. There's many videos on Youtube showing how they work.
