Stick saw not oilin? HT75 i think

i looked at it and oil is comin out of the hole but when holdin the saw up doesn't seem to be travelin down the bar?Any ideas?I know there is a screen somewhere inside the case but oil still comin out so its not clogged,maybe just not enough?I can pour it on it and it works but a real PITA.

The screen is in the bottom of the oil tank, remove the tank to get at it.
