I got my grandpas Stihl 028 Super AV last year, the saw sat in my grandma's basement for about 15 years unused after he passed away. The only maintenance that was done was my uncle drained the old gas from it.
Once I got it home and cleaned it i realized i had to replace the coil. Saw ran great for a few small projects but then had a few issues running on the top end when cutting. I got that fixed and now am starting to have the issue again. I believe it may need a new air filter but then I have also been seeing some people saying 40:1 gas mixture and others saying 50:1. Anyone know what is the correct issue? and could this be part of my issue? Also, how do I know what type of chain to get? It's a 16 bar and the chain on it now has a 6 on the drive links but I really know what that means. Any help would be great

Air filter is easy, if you question whether or not its good, replace it.

I can't say that 40 or 50:1 isn't going to be an issue, either fuel mix will run fine in a saw like that.

It sounds like you might be getting out of tune, try a small adjustment on the high screw after the saw is warmed up while revving it up, preferably in the cut, but that's easier said than done.

Chains are measured in driver links, which depend on bar length gauge and chain pitch.

On the bar near the clutch cover there should be information about the bar.

you should see something like this

3/8 .050 16"
or .325 .058 16"

The easiest thing to do is take the saw with you when you go to a saw shop and bu a chain. If you just keep one chain I recommend a semi chisel. You probably don't want any guard links or bumpers they just slow down the cut and slightly reduce the risk of kickback. A full Chisel will be a bit more aggressive, but is a bit easier to get dull (a little dirt or a small stone is all it takes sometimes)

A Stihl dealer would be a great place to start if there is one close by as there people generally have the ability to point you in a good direction and the sell Stihl chain which cuts even better than it looks.

The 6 on the chain IIRC means it's drivers are meant to use on an .063 bar. Not uncommon.
Couple of issues to watch on these saws...
Air filter has the choke built into it... Take it off completely after saw is warm... Use it... see if problem goes away... The few pieces of dust ingested during this test won't bother the saw at all.
Use 50:1 mix with stihl ultra. Not that others are bad, but you know what you're getting with it...
Also, if the air box test proves un productive, check your tank vent. then fuel line. After sitting for that long, these are suggested replacement items any way.
