I got a call from a lady that has an apple tree about 6" in diameter that has a severe lean. The roots are not exposed. Is there a system that I could use that have the same effect as braces to cruked teeth that I can use to slowly over time coach the trunk back to being straight again and stay that way?

There is no benefit to doing it slow. All you would accomplish would be to extend the time that it is unstable.

I have never had good luck staking trees that had a lean, blown over, or whatever. They never seem to re-root strong enough to hold.

If it is a stable tree that grew up crooked, hire a big tree spade and then re-plant it. You can always dig out a giant rootball with the backhoe mentioned above and replant the tree on the spot.
