USDOT regs mandate spark arrestor screens on portable fuel containers.
These single-use containers do not meet several other of the requirements, but the screens might have been added as a precautionary measure, as the result of some legal action (somewhere), or due to some regs coming down the road.
Just speculating.
We’ll see if they start showing on other products.
As far as re-use, it’s not that hard to pour fuel back through those screens, if you have a good funnel, or to cut an ‘X’ through them, if you have to.
Groups I’ve worked with drain fuel from the saws before storage, and those cans are used.
