To me, looks like the primary issue here is 1)planting too deeply...
Other additional issues... no proper mulching, could have some root girdlers, cankers..and maybe weedeater damage gone worse...canker?
Anyway, I think the too deep of planting has caught-up and is the primary culprit to the visible crown issues, any other ideas on this tree?
But maybe Im amiss...
Treatment- They should carefully "break-up"/dig out the soil down to the flare, out within the drip line, trying not to damage fibrous roots....to aeriate and check out the roots for girdlers, and prune any girdlers...mulch properly.
