Weird webs on a live oak

So, I've been trimming a few live oaks here lately and I've noticed a couple have this weird looking web on them.
After looking closely in the web, there's little tiny bugs in there that almost look like very small weevils of some sort, but I'm not sure.

Anyone know what these are?

The trees that I've noticed them on also have leaf spot in the lower branches as well, would this be like a secondary cause of these insects?
 
I've heard some people say bagworms, maybe thats what they mean by it, but either way it doesn't look like a caterpillar in any way shape or form.
 
hmmm. I guess that's what it is, but there were no caterpillars in there, all I seen was tiny, almost microscopic bugs that looked like weevils.
Are they that small when they are first born?
