Can you ID this tree? And Diagnose?

Ran into another tree I didn't know today and has some fungal things growing on it. PLease Advise. It had some helicopters hanging on it so it must be some type of Maple I thought.

Looks like some sort of Cherry, its got blacknot a disease they get, also the "stripes" on the branches.

Notice the white spots? Can anybody comment? I have posted another thread about this affecting maples.
