Conifer tree problem

I have a large conifer tree near my house. In the last month or so, the needles have turned brown (about 98% of them). There is some green at the top of the tree. I have called tree specialists without call backs from them. Does anyone have an idea about what I can do or what the problem might be?
 
Most conifers that I've dealt with, once they're brown they're pretty gone.

If it's brown all over it's too late.

Have a close look at the trunk, like push aside the branches and have a good look.

Can you see like lots of resin drip, dribble and run marks? Like it's exuding sap?

Coz that's what happens here, the borers, beetles and weevils have moved in and finished the job off.
 
Thanks for the replies. I don't think it is a spruce, although I do have a spruce that seems to have the problems relating to cytospora canker. I need to get a tree guy in here, but no one is calling be back. Does anyone have any recommendations in the Portland, Oregon area?
