Been there omega, had problem with neighbors lob pines . The trees are about 90 to 95 and one has a split trunk. My neighbor said its gods wil if it hits our and thier house.NOT. they will not remove them ,so we cabled the spilt one and removed the long leads over my house.the law says you can cut any thing that over hangs the property line.In isabel all i did was watch that cable.I hate to remove trees,but the splilt one gots to go.

Sorry your neighbor abuses the concept of god that way. Re the law, you cannot damage the health of the whole tree through your actions. Key detail there.
