Help identifying a White pine parasite/disease

Hey guys, i had a different thread about a wilting white pine, but didnt see any insects, I assumed the soil was too wet. But on the bottom branches it definitely looks like I have a problem. I'm not sure if this is nematode or weevil or an adelgid parasite. I pruned affected branches but hope its not too late for this tree. Can you identify this and tell me what I should treat this and my other pines with so it doesnt spread? This is a 4' white pine I planted in late Aug/early Sept that was very healthy, purchased with 3 other similar trees that show no issues.
