How to adjust govenor speed on Wood Duck Chipper?

Hello everyone, I have been using my chuck and duck chipper now for over a year and it works great. Needs lots of respect but works great.

I was using it last night and it seems to be turning too many RPMs - has a ford 6 cylinder engine, 300 CI. I believe the WOT RPM should be about 2600 rpm, if any one can confirm, that would be great. Regarding the govenor adjustment, it has two screws on it along with a chain that is held with a slot near the gauges / key switch. I do not know what the purpose of the chain is. The govenor runs off with a pulley.

Any help in adjusting the RPM would be appreciated. I will check tonight to see if there is oil in the govenor, there was last year.

Any Ford industrial manual should tell you how to fine tune that 6 banger
