I think you need to take the throttle off, it's been awhile so I might be wrong about that, install the spring with the L part at the bottom, pointed towards the rear of the tank, and slide the pin in. Now put in the operator presence lever and install the pin for it. After that, put your throttle back on. Pic is of an old tank I have lying around to show how the spring goes.

Thanks so much for your fast reply, my apologies I had the spring upside down, it now fits, but no locking action, I think that it possibly is as I suspected that one of the 2 plastic parts is worn?
