As far as I know they are both "good", but the 359 at 400 USD from Baileys is hard to beat. That is a pro quality saw, even though it is not an xp.

If you go the Stihl route, the 280 is a much better constructed saw than the 310, and has better anti vibration. Reportedly the antivibe is a bit soft with long bars, though.
It is pretty close to beeing a pro quality saw.

I agree - if you looking at quality, then definitely the MS280. If you want more horsepower and a little longer bar length, the 310. Reality though is that the 280 works fine with a 20 inch, and 24 is pushing it on the 310, so...
 
Thanks guys. I just bought a ms280 yesterday.. I cut wood all day with it. I love it. It is exactly what i was looking for.
 
That is usually the comment of evryone who used MS270/280, very smooth saws
