Yeah they do, ANYTHING native is protected. Most councils for anything over 3 metres high and 100mm you need permission.

There would have to be about a thousand if not more tree services in the Sydney metropolitan area. Look at Sydney's yellow pages for a good example.

The thing with Australia and their tree standards, any Joe Blow can buy a chainsaw and a wheelbarrow and start a tree business just from that with no need of certification in anyway.
 
if he is using company equip. on the side phone in on him. it is just unfair competition. no taxes ,fuel insurance , etc...
give me the number and i will phone him in.
