HEET does exactly that: it keeps the water from settling out and going to the bottom of the tank where your fuel pickup is. Fuel stabilizer keeps the gasoline from forming varnish that clogs the jets in the carb. I use fuel stabilizer and I run the carb dry before storage. That way any remnants of gasoline left in the carb will not cause problems.
