its a Walbro WA-22A. Also I did see fuel up top in the "air box"? Where the carb mounts and such. Is that normal?

No, that is a problem. Goes back to the inlet needle not seating, the fuel hose leaking, or the carb gaskets are leaking. Some people say they can't get a carb to seal unless they wet the gaskets with fuel. You will have some spit back but it shouldn't pool.
 
Ok great info thanks a lot. The kicker is though, that even before I tore into this saw and did the carb rebuild and restored the saw it was doing the same thing. Is it possible that the plastic reeds have something to do with this?
 
Someone said use baking soda on the end of a Qtip to restore the needle seat. I've never tried it.
 
Next, dump out all of the fuel, and remove the plug from the saw. Take the saw outside and pull the rope a few dozen times, see if you see any gas coming out of the plug hole. Then let the saw air dry for an hour or so, pull the rope some every now and again.
 
hmm. Thinkin its gummed up? I soaked everything in carb cleaner pretty good and blew it out.

Is the tank gummed up? If so, you'll be cleaning the carb everytime you want to use the saw. I had that problem on a Homelite EZ and finally had to dip the entire tank in carb cleaner.
 
Now, after you are sure that the saw is completely dry, put a new plug in, hook on the plug wire, and pull the rope a dozen more tries, try to get it to start/fire. Put no gas in the saw at all. If it finally starts, then dies, then you had a flooded saw, and go from there. If it doesn't fire at all, and the saw/tank is still dry, put a shot of carb spray into the throat of the carb, and try again to get it to start then die.
If it won't, then you likely have other problems as well, as an otherwise healthy saw will fire then die with
a prime/shot of carb cleaner.
