Portland Oregon's "Approved" Blower List

Look up the link below for City of Portland's just-released approved blower list. They have set two standards, one for the Spring, Summer, Fall, and another one for Winter. Will allow only at 65 db's max for the 9 month season, and only 70 db's max for the winter, okay to use a louder blower for heavier wet leaves.

None of the larger, professional blowers, will be allowed to be used in City limits. Looks like only 4 out of 32 blowers listed will be "okay" to use for the 9month period.

Are there other cities trying to do this? Have you heard of them enforcing this law? Any others with a two-tier system? What do they think people will do, buy two different blowers for different parts of the year? Wow....

You'll notice that it only states "approved for use". Not a peep about "prohibited" nor "banned from use"; nothing about fines nor penalties for failure to comply.

This is just another silly "fluff" notice that was written by some group of legislators/regulators to make some fringe group of do-gooders happy about the regulation they pressured somebody into writing. Maybe it was written by some politician that wanted to be able to claim that he did something useful without really pissing everybody off by actually writing a law that keeps them from cleaning up their yard or making them buy another (less productive) machine.

It's only a regulatory notice; not a law. It might affect some city contracts, but that is about it.

It might also influence manufacturers to consider noise standards.
 
It's interesting that the press release below says the city has conducted extensive outreach with blower manufacturers to get their blowers on the approved list. Didn't do so well I guess, 1 in 8. I wonder where the 65 db limit comes from, local or federal standard? If it was bumped up to 70 a whole lot more would come into compliance.

If you look at Title 18 of Portland's city code any violations are subject to citation with up to a $5000 penalty. Closer examination shows that such a list went into effect in 2006, this is just an annual update, who knew? I sure haven't heard of anybody getting cited since then. But then again, maybe it will be another way to try and generate some revenue from all the rich tree guys and landscapers out there.
