Prunning a topped Apple? need advice

ive got a previously topped common apple tree that the customer wants prunned, there objective is to have a good product the following fall, currently there getting no apples or very few but there falling off premature. The tree has good lower structure but the upper canopy is a total nightmare, sucker city, crossing & rubbing suckers everywhere. I don't have alot of experience prunning mature unmaintained fruit trees. My idea is to thin of 60-80% of the suckers and headback the top of the tree by 2 or 3 years growth.
