I need to get this figured out. A pump is rated at 16gpm.....On high pressure lets say 3000psi it'll pump 4gpm....SOOOO on low pressure is it really pumping a true 16 gpm, or is it really 12 gpm on low psi......Thanks bruce.

Your pump should be equated with flow not pressure. It is always delivering the rated flow for a given rpm.

A 16 gpm 2-stage pump has 2 sections the first one pumps 12 gpm and the second pumps 4 gpm. If the down shift pressure is set at 650 psi the 12 gpm section bypasses and the 4 gpm section continues to pump until the max. pressure is reached.

These gpm ratings are at max. rpm's reduce the rpm's and the gpm will reduce accordingly.

So it is pumping around 16gpm up to 650lbs. pressure. Then switches (unloads) to 4gpm as the pressure increases to the relief setting of your system. The relief is usually in the control valve.
