Should it run?

I rebuilt my stihl ms251c, everything's new, the primer works, but it wont run unless fuel is put in cylinder, I'm thinking carb metering gasket, so I took it apart and it moves, but has just a small amt. of resistance. What do you all think? I have one ordered just in case, I can return the carb., but it'll take several days. -And, it should run without the air filter, correct?

Your carb description tells us you don't have much experience with rebuilding carbs. Did you order a new carb or just the repair kit? MANY mistakes can be made in rebuilding carbs if you lack experience and if you get a new carb, remember it should be pressure tested before installing and it has to be tuned for your saw. The factory setting will not be right even if it is OEM and if it is AM it might be faulty as well. Look on utube for help in rebuilding the carb and do a search here for info on how to tune a carb.
