Well I finally received the correct throttle cable. This saw is an early version and the "standard" cable is too short. This second cable I purchased did the trick. I also received a reply from Stihl today after about a month and a half. They stated they were backed up in replying to requests. Another explanation of the filter and they did reply that it was no longer available. That's OK, I washed the old filter and reinstalled it into the saw. The new throttle cable now allows the fast idle button to do it's thing and it starts right up and runs nicely.
Another differential on this version is the Gas cap. Most caps are larger than the Oil cap. On this saw they are the same size. I tried to purchase set of caps on Amazon that specifically stated they were selling two Oil caps. When the items arrived it was one small cap and one large cap. Replying to Amazon that what was shown is not what is shipped I got a full refund. The only way I can get two small caps is to purchase two large/small cap sets. So be it!
Thanks to all for the pictures and suggestions.
