Stihl 015av won’t start and floods

I have reassembled the Stihl 015AV after ultrasonic carb clean, new carb kit and new metering lever. I adjusted the metering lever per manual even with the carb walls. Fresh new fuel mix. I tried to start it on choke. It gave me a bit of a grumble like it wanted to start after one pull. I took choke off and pulled 3-4 times. Fuel started to come out of the throat of the carb. It was flooded. I set it aside and a couple of hours and it had leaked half the tank on the bench. Thankfully I had placed it on paper towels.

Here’s what I’ve done so far.
Carb clean
Carb kit plus new metering lever
New spark plug NGK BPMR7A as this is listed as a replacement for the Champion CRJ6Y.
Strong spark
Compression after three pulls is 118 PSI.

Any ideas? I’m chasing down the fuel leak. Hopefully the hose. If it’s the hose I plan on getting the one that fits regular filters as the square felt filter seems a bit tired although I did clean it up and dry it and fuel obviously is getting through. If not an IPL shows a gasket between the integrated tank and the fuel/oil plugs.

Took the shroud off. I hand turned the flywheel and fuel started dropping from the bottom right corner of the end cover (where metering assembly located). Maybe the gasket for the metering diaphragm from the kit is defective or? No clue. I would like to fix this saw but I don’t want to throw more money at it. Thx. Tom

EDIT: sorry for the crappy nomenclature/terms. I'm a newbie. I retightened the screws on the end cover and the leaking of fuel stopped. Got the saw running for a little bit but couldn't restart it and it flooded again.
 
By retightening the screws on the metering end cover the leak stopped. Got saw running but wouldn't idle. It shut off. Could not get it restarted and after four pulls it flooded. It's a cool little saw. I like how it is one of the lesser quality saws for the day. And yet it still fits together like a clam. :)
