Saw has new points, good spark and compression. Starts in 2-3 pulls and will run at idle and high rpm but may have to pump the trigger to get to the top end.

Saw looses power when trying to cut...almost like it is starving for fuel.

You may want to check the carb out. It may be starving for fuel, the pumping the throttle you mention tends to lead me that way. I had an older WB a number of years ago that I thought was going fatal, loss of power in cut, erratic running. Rebuilt carb, new spark wire, plug, cleaned out muffler, all was good.
 
I would check your high-low speed carburater adjustment.
My 028 is finniky that way. I have to adjust it depending on the season I'm cutting. If I recall the setting for the high and low speed adjustment is 1 1/4 turns counterclockwise from totally seated.
You can download a online manual from stihl. That will tell you any carb adjustments

First off welcome to the forum. Alwas great to help new members. As to the 028 it sounds like the high speed side is set to lean. As you play with the throttle you are going from the low side to the high speed side.I would simply richen the high speed screw about a 1/4 turn. This will be the screw Furthest from the cylinder.One quick question, when was the last time a new gas filter was installed?

if the carb is well adjusted, make sure that, if you have a spark arrestor on the muffler...it is not blocked with carbon deposits...this will cause exactly the description of your problem...try to get the saw running without the muffler...if it is running ok...it is the muffler that puts high pressure in cylinder and makes lack of power.

Put a new $4.50 tank vent in that old saw and your problems are solved..

Good call on the tank vent, had that issue before. simple fix.

Even though you did the carb kit, I'd still check your spark arrestor in muffler and that tank vent. Those two simple items can vex ya especially if the saw has high hours, but are simple and fast to fix. Might as well since you're into saw maintenance mode.
