Stihl Saw Chain problems

Has anyone ever had a problem with the teeth on one side of a new chain being much harder?
A Stihl full chisel semi skip 3/8th 50 ga square filed has me concerned.
The right side teeth are so hard that first a new square file then new round files are barely touching those teeth.
They have no outward appearance of being any different than the left side cutters. I've hit no rocks and just barely any dirt with this chain.

I'm not the only one with a problem on this new roll.

Is Stihl going down the tubes on saw chain too?
 
I noticed the teeth seemed to file down faster on one side than the other but thought it was just because I wasn't a very good filer yet.
 
Just got done Filing my chain and could not tell if one side is softer then the other. I used a vice to hold the chainsaw.
I do find it harder to file a edge on them without a burr hanging on.
top seems harder then most so I apply a little up pressure to the file.

I was thinking about what you said.
Before my focus was on having hit something in a log, like a nail at an unusual angle.
The tips of the teeth were not dulled, they were still sharp and the right side was holding its edge better than the left. The teeth were getting harder and with lakesides thought I figured I'd better look closely at the side cover.
Sure enough, sometime back the chain had been thrown a time or two and the softer metal of part of the side cover had been cut and bent out. It was contacting the sides of the teeth, but not the point or the top.
I checked around and there had been complaining about Stihl inconsistency on teeth temper. Mark B was the prior operator.
So when I picked out that saw from the shelf for a project saw, I inherited that problem.

This was strange, the right side cutters would not dull with dirt contact and I couldn't sharpen them at the end even with a brand new file. Time to 'file' a patent I guess. The chain is close to new but now of little use unless I can find a nice home in the country with a grinder for it.
This was a new one for me.

I got a roll of 3/8 picco once that the local dealer traded me out for. I had gt a roll that had missed heat treat he said. would not cut anything, and broke as soon as it hit wood.
