I'm probably the minority here... but I sure woudn't want an aftermarket P&C kit on the saw that I bought with a supposedly good oem set... I've seen the nikersil/chrome/whatever peel on the Chinese (or Taiwan, who knows) cylinders, and the pistons look rough to me. But it's your saw...
And maybe I'm seeing things, but that saw look repainted to me... or almost new...
I'd guess that saw has been "rebuilt".. the exhaust port is WAY too clean...
Seller said the guy who traded it in had just replaced the c/p.... which is making me think there was an underlying problem already. I'm leaning toward just asking for a refund and starting over. Hard to do, though, because I was already starting to bond.

"all the way CC" on L??? Hmmm... shouldn't start unless it has flooding carb?
I suspect the prior owner has been in the carb and messed it up.
Altitude won't make a big difference unless we're talking 4000-5000 feet.

Your best bet will be to document everything and not do anything to it repair wise untill you resolve with the seller, take a lesson learned the hard way from B snelling,,,,, IF you decide to keep it and fix it we will help you through it
At this point, I'm nott hinking of the seller as a shark, but I did just email him saying I want to return the saw for a refund. As a couple of people have pointed out, the problem might be pretty involved, and it's an expensive saw to practice on. My priority right now is to have a usable milling saw ASAP. Later, I'd like to find something in the 026/034/044 range to play sawtech on.
