Get a new carb at the Stihl dealer, if you need one. They are only @ $21 for a good carb, stay away from the aftermarket junk.

Went back out to fire it up again. This time no problem. Fired right up.
Yes, I have learned this and pretty much do exactly what you said.you may be flooding it. the 250 has a fickle start procedure. search it up, but I just pull three times on choke AND NO MORE. remove the choke after three pulls and put it to fast idle. the 250 series is difficult to hear the "burp" so many times the user pulls with the choke on till eternity listening for a "burp" that doesn't come.
which will only be exacerbated by not being tuned properly to begin with

Because they can, most are independants.But why one dist. would have the same carb %50 higher, that is what we don't know...
Don't see a problem, no vertical lines. Do a vaccuum pressure test next, and maybe a compression test.Thought I would pull the muffler to take a picture of the piston and see what you guys think. Here it is:
