I don't know about that one, but I have one McCulloch built and sold primarily to/through AMF for their early mopeds.



The friction wheel to drive the moped tire is basically like an abrasive grindstone.

My guess is it is a type of rope pulling device maybe even an early gas powered ascender.

My vote is for a moped engine. There does not seem to be a cover for the drive wheel its similar to @heimannm's picture

It does but the head would be towards the ground and lower than the crankcase.
