Why all the new growth?

We just started on some Eucs. The property has historical status and is recognized as such by the state. We have waited all year for the late fall and winter months to start the job because of the longhorn beetle that is epidemic in this area. We're starting a little early because the weather has really cooled off and that hopefully has caused the beetle to go dormant.
What is worrying me is the strange new growth that I'm seeing on these trees. It's sprouting out new shoots under excising small branches and at the tips. Its late fall and its been really cool for this time of year, so I don't think the trees been tricked thinking its spring.
The growth on the tips looks like the way a Euc grows after being topped but these trees have been babied their whole life and are vary healthy.
I see trees do this also when their stressed. Could this be a sign of some type of beetle attack? I see a lot of small 1cm or so brown and white bugs with a black head. Vary narrow. Their under the lose bark. I know what a longhorn beetle looks like, but I'm not familiar with all its life cycles.
Maybe I am just paranoid. Then again if anything happens to this grove after we trim it it'll haunt us for a long time. Thanks for any feed back. Beastmaster
 
Are the leaves getting chewed on? The tortoise beetle is active here and stresses out the eucs. We are waiting another month for euc because of this crazy weather. Going to start on over a hundred of them in Menifee in Dec. Santa Ana winds this week, 90degrees.

Just examine the whole tree really closely and dissect the growth. See what you can find. Take pics.

Kinda what he said, We wait until dead of winter to prune the Oaks here, you could think it is safe and then have a 80 degree week in Dec, all the little buggies that were smart and where down inside of a cavity, in the nice warm mush will come out and play. If your Euc's have an issue already, I would do a little investigating before you work. Could make a small matter worse. I would identify those bugs you spoke of before doing anything, they could be beneficial's going after something else. Something is causing the tree to activate those buds.
 
The weather has changed up again and we are putting the job on hold for another month just to be safe.
Every Euc. out here has those tortoise beetles it seems. The small bugs I've been seeing are a cycle of the tortoise beetle I come to find out. I also have ID snout beetles and they seem pretty active those last few day I worked out there. One big Euc. has large conks growing out of it though it appears healthy. Were having a consultant come out and do an evaluation and she going to inoculate them with something. I guess well have to wait and see. Beastmaster.

I'm not familliar with euc, do they get any twig cankers, or anthracnose like diseases?

We have had oddball weather here and have had anthracnose problems all summer long. Sycamore anthracnose gets into the fine twigs and makes a similar problem to what yo describe, when it is bad it causes witches brooms, like Dave mentioned.

This is a big photo, but you can see the twig cankers on the left, and brooming on the fine ends. I could not find a better pic.
