I will bet money the seal under the flywheel is leaking vacuum. Replace those 10 to 1.
Yes, tough to remove without the tool, but it can be done.

A tip from Stihl, tap the seal inward SLIGHTLY to break the outer metal to case seal. Now get a small screwdriver, round the edges off, smooth it, work it under the seal, and pop it out. Yes, be careful doing it so you don't scratch the crank or bore. That is the reason for smoothing it.

Instead of making the from a steel screwdriver, anybody made one out of brass/bronze?

No chance of marring the crank with the softer metal. The bore is not as critical as you can seal small scratches.

I might give it a try I've a few old saws I need to work on.
 
Yeah they’re expensive. @trains has the copy, hopefully he can chyme in with his experience.
Yeah, need to break the seal, but once done, if your aware of the chinesium plastic steel and weak threads etc, it does work, and has been worth the purchase, if I bust any of the seal arms, I will replace with genuine.
Have done 024 x several / 026, 034, 661 seals, both sides a few others as well, but cant remember which.
prior just used a filed and hack sawed ridge on an old screw driver and modified some paint tin lid removers if a hammered in machine screw would not fit, and had been using them for years prior.
