sounds like the early stage of the cedar-apple rust fruiting body. Later they look like little brains on the branch ends. TO control just pick or clip em off. Cna you post a picture?

That's pretty blurry, but it doesn't look like rust from what I can make out. The cedars we have here are Juniperus virginiana--what are yours? You often gotta know the host to know the pest.

orange telia, thats it, thanks guys. does that mean that all of the cedar trees that have the orange telia have got broom rust, and is it a problem that should be addressed immediately, because if so, it's a big problem.
there is also a spore of some sort that has recently become a great concern locally, that is killing off many of the port orford cedar, they've been closing state parks, and asking people to wash their shoes, and tires before and after visiting the wooded areas. could there be a connection between the spore, and the orange telia.

NO connection between rust and the phytophthora on portorfords. Yes where there are telia there is rust and there is about to be a whole lot more because billions of spores will be released if nothing is done. I don't know what kind of cedar you have but picking off those things would be high on my list before they send out new spores.
No idea about other control methods, have you shown some to your county ext agent?

no way one could pick the telia off, its everywhere.
what harm does rust cause?
ext. agent?
port orford, incense, i'll identify the other(s) how specific do i need to be, i'll hit the books and be exact for you if necessary. going to anyway because of my radically extreme curiosity, but faster if you need the info to help me.
thank you, much appreciated.

rust is a fungus which feeds off plant tissue. here I've seen trees deformed by it but not killed. the same rust is damaging to apple and related trees here too, and also in CA.

ext. agent?
every county has an agricultural extension agent. They know local plants better than tree guys on the internet.

Always a good idea to know what plants you are dealing with.
