Turn the T handle or hi speed screw fully closed. Saw should start and idle fine. Cough and die if you try to rev it up. If it revs up it is getting fuel from somewhere it shouldn’t. Check that out perhaps
 
Is there a way to test the coil and condenser on my VI-955? I'm still wondering about the side to side play on the connecting rod shown in my previous post. Thanks

Hold the spark plug in one hand : step 1
Pull starter cord vigorously: step 2
Gauge how bad it hurt: step 3
 
I check caps with my home made 0-1000v power supply which has a micro amp meter 50ua full scale. I set 400 to 600volts. anything over 5ua is not that good, 0 is what you want.
Also a fluke 1577 on the 500v insulation setting. 1000v setting is too much
A hand held VOM meter can detect a really bad cap but a VOM CAN NOT prove it is good.
 
A lousy cap can still run a saw but starts harder and lower effective voltage, at the plug, makes occasional misfiring. Buying NOS caps is a hit or miss proposition. I stil buy them (if cheap enough) and keep the ones that are tested OK. NG=trash can
