Lombardy Butt rot

I do work experience one day a week with a local authority, with the tree officer. One day I noticed this Lombardy on the way to the shop, so I thought I'd better report it. The tree was in a blanket TPO zone, and they gave an immediate exemption notice to the hospital whose tree it is. It was leaning slightly, towards a very busy road, and it took them almost 2 months to cut it down! Here are the pictures:
