As stated the only pants/chaps are required by applicable standards. Heat casualties are a bigger problem then saw injury if you over protect.

Notice that the legs are near 7.5 times more likely to get injured then the lower legs.
Older data group the arm with the body and have the hand seperatly. That data made it 5 times more likely to get the leg then the upper body. The 1989 data had over 1000 injuries to the left hand. Requiring a left glove would make more sense then a jacket.
