Mate, I don't know if you realise it, but every religion has committed horrific acts against humanity including Christians...and Christian missionaries have wiped out entire cultures in recent history.

I'm not ready to judge chippy yet, it takes a lot more than that for me to judge someone over the inter webs. I have a wide range of friends and clients with varying opinions on all sorts of stuff. I rarely argue full on with them about certain issues but do reserve the right to say "I told you so" in a few years time when they realise I was right

I know they are quoting the coroner, not the arb, but what does a below ground assessment look like?
Not sure I've seen a drone pilot who can get close enough to a tree to see detail that would help an assessment. Is that likely yet?
This is all a fair way out of my league - but id be keen to see what you think derwoodi.

drones are are another new tool in the kit arb consult co's are starting to play with them more often where other access climb tower good binocs is impracticable vid pictures help but dont give feel if unsure climbing aloft gives you more understanding of the tree dynamics and composure. The below ground assessment is bit left field in this case but its good to get coroner thinking about it and then pursuing Arb's to be more vigilante about root failure ..
A problem is too many hazard trees vs budget to watch & sox them, i have heaps i'd like to sort but finite $ mean they wait in a que. i have a list its sent to the boss desk each 1/4 it says "here some trouble i seen i'm short $??K to do so its over to you".. The list is in priority high med low a smart boss will quickly find cash to help as its his ass in the noose then not mine..
