You are looking at one of two LP rotors for this turbine. There are the HP and IP turbines on the business end of this machine, with all of the four rotors connected together. These obviously are coupled to the generator rotor.

Balancing of these rotors is carried out in special high speed balance facilities, where the rotors are run at speed in a vacuum. Without vacuum, the air friction on the blades causes overheating and subsequent damage.

Unfortunately not. The turbine is a BBC machine (Brown Boveri) and is of Swiss manufacture. This unit was manufactured in 1975 and is in wonderful condition for its age.
