MS 311 is a mid range use 59cc saw. They sell new for $479.95 with a 16" at the local Stihl dealer here.
As for the "y" designation, that is due to sellers being less than coherent. This also applies to the spelling of saw manufacturers (Steel, Mccullack, Huskavarna, Johnsonred, etc.) 311Y is found on the UL (underwriter laboratories) sticker that states the piece of equipment meets all safety standards. It is for this reason that you'll see 311Y's that look like everything from 009L's- MS 660's, and beyond.

I don't know but I don't think that is a 20" bar either.
It is probably a Super 250. If so, it is a good deal, if it is running right.
