There were two carbs for the 2100/2101, hs12? has the governer, at one point they switched to the hs136c without the governer.I would vac/pressure test it crank seal on the clutch side is likely leaking how many turns out were the mixture screws? They have an inbuilt governor in the carb too that plays up easy enough to fix but it always causes it to run real rich but they may have leaned it right off on the high speed to try and over come the governor fire off a pm if you want to know more about the governor ect
